0 Disparities and 100% Access Goals Revolutionize Primary Care Systems Development

The Health Resources and Services Administration’s Bureau of Primary Health Care (BPHC) has forged a partnership with a variety of individual leaders, community groups, and state and national organizations committed to achieving universal access to health care and the elimination of health status disparities between population groups in the United States. Partners in this “Campaign for 100% Access and 0 Disparities” agree that the number of people without access to care, over 40 million and growing, and the longstanding disparities in health status between groups, are unacceptable. Primary beneficiaries of the Campaign are the most underserved communities and the most disenfranchised populations. This presentation will show that the ambitious goals of 100% access and 0 disparities are attainable through public activism and a national safety net of comprehensive, community-based health service delivery systems. Through the development of stronger partnerships at the local level, communities are effectively expanding primary care capacity, thereby increasing access. Other communities are creating innovative outreach methods, socio-economic programs, and culturally competent systems along with measures for tracking reductions between populations based on differences like ethnicity, income, insurance status, and gender. The presenters will cover core values, organizing methods, partners, and summary results for over 150 enrolled communities. There will be inspiring community stories to help participants see how they can be a catalyst for more effectively integrated systems with efficiently aligned resources - community by community. By joining the Campaign, participants can accelerate growth of this human rights and social justice movement throughout the nation.

Learning Objectives: (1) All participants will understand and be able to verbalize both social justice and human rights basis for Campaign Goal of 0 Disparities and 100% Access, and results to date. (2) At least 25% of participants will be excited and compelled to request additional information and join the 0 Disparities/100% Access Campaign through their organization or community
