Integrating HIV/AIDS funding and services in Palm Beach County, Florida

Titles I and II of the Ryan White CARE Act each contain requirements for community participation in program implementation – a HIV Health Services Planning Council for Title I and a Care Consortium for Title II. Although the required composition for each body differs between the two Titles, in a relatively small geographic area, there is often considerable overlap of the membership of the two groups. In addition, there is significant redundancy in their statutorily mandated activities. Three years ago, members of both bodies in Palm Beach County Florida decided to consolidate membership and activities. This was accomplished through a two-year process. Many obstacles had to be overcome in order for this to happen. Once the organizational change was made, it was evident that further efficiencies could be obtained through broadening the scope of the new body – the Palm Beach County HIV Care Council – to provide some oversight for HOPWA and Florida State General Revenue Funds which come into Palm Beach County for care to Persons Living with HIV/AIDS. Further, the Coordinated Services Network was created to reflect this integration of planning, funding and services. The end result is that a single process -incorporating needs assessment, priority setting, fund allocation and contracting – integrates most HIV/AIDS services in the county.

Learning Objectives: At the conclusion of the session, the participant will be able to: 1. Identify the requirements of Titles I and II of the Ryan White CARE Act related to planning and coordination of services. 2. Recognize barriers to effective integration of different funding streams and develop strategies to overcome the barriers. 3. Articulte the inter-relationship of the Needs Assessment, Priority Setting and Allocation processes and their impact on the service delivery system
