Working together as one: The Sacramento County Teen APEXPH Project

Established in 1994, the Sacramento County Public Health Advisory Board’s (PHAB) primary role is to advise the Board of Supervisors and the Human Services Coordinating Council in major policy matters concerning the nature, scope and extent of public health. In that role, PHAB identifies local needs and priorities, encourages the development of appropriate services, and coordinates and sponsors various forums on issues regarding public health and primary care. Health Net, an IPA model HMO contracted with the California Department of Health Services, is the first and only managed care plan to participate on PHAB. In the Public Health Professional capacity, Health Net acknowledges that its members are part of the general public, and health issues that effect the public effect its members.

In June 1999, PHAB embarked on the task of revising the County’s Assessment Protocol for Excellence in Public Health (APEXPH) Report for Teen Pregnancy Prevention. An ad hoc committee consisting of representatives from county MCAH, local schools, and various teen programs was lead by Health Net’s Member to PHAB. The resulting report was distributed to community stakeholders for review and an oversight body was proposed to track the County’s progress in meeting the proposed goals.

This session will offer insights and applicable experience concerning the development of constructive partnerships between the public and private sector to address specific public health issues. The lessons learned will illustrate the importance of innovative collaboration between health plans, community agencies as well as government entities to properly address community health issues.

Learning Objectives: 1. Understand the importance of Health Net’s participation on the Sacramento County Public Health Advisory Board. 2. Articulate three elements that the Teen Pregnancy APEX ad hoc committee implemented in their process to ensure the report’s accuracy and monitor the County’s progress. 3. Recognize the value of collaborative partnerships among, private, public and civic entities
