Public Academic Liaison for Mental Health Policy: The Philadelphia Story

This symposium will describe studies conducted by the Center for Mental Health Policy and Services Research at the University of Pennsylvania and how findings inform public mental health policy in Philadelphia. Trevor Hadley will chair the session and describe the history of the collaborative relationship between Penn and Philadelphia public health authorities. Next, Aileen Rothbard will present a paper describing the use of secondary data for studying prevalence of mental illness, service patterns and costs of care, including limitations and threats to validity. Steve Metraux will then describe how Philadelphia's homeless management information system (HMIS) is used across multiple jurisdictions including mental health. Next, Dennis Culhane will describe the use of integrated municipal data and GIS planning services for children and adolescents. Then Michael Blank will outline how crossing Medicaid claims with AIDS surveillance data was used to identify prevalence of HIV/AIDS among the mentally ill, including how this information has led to a plan for prevention of infection in this population. The Discussant will be Estelle Richman, who as Managing Director of the City of Philadelphia oversees the departments of Health, Mental Health, and Social Services. Ms. Richman will describe how this information has been used in Philadelphia.
