Baltimore City Cancer Plan: Overview and development of community partnerships

In 2000, the Maryland General Assembly established a Cigarette Restitution Fund to provide for the distribution of funds from the tobacco settlement. Because Baltimore City's African-American (AA) men experience 3 times the age-adjusted prostate cancer (PC) mortality of Caucasian men, PC was identified as one of the target cancer sites in Years 1 and 2 of the Baltimore City Cancer Plan. In order to screen 2500 men in years 1 and 2, a community infrastructure needed to be developed. This involved the formation of the Baltimore City Cancer Coalition, consisting of over 125 community-based organizations, to identify needs and gaps in services for cancer prevention, education, screening, & treatment for the city's underserved. Community partnerships were enhanced through the participation of the Clergy United for Renewal in East Baltimore (CURE), leaders in AA fraternities, AA media outlets, and AA PC survivors. A Recruitment Working Group was formed consisting of community-based PC prevention stakeholders to identify recruitment strategies for this population. Additionally, a Medical Advisory Board was formed to approve the prostate cancer screening protocol for Baltimore City. Seven community sites, selected based on their proximity to areas with significantly elevated PC mortality rates, were established. A unique recruitment form, completed by each site for each screening, was created to track the recruitment strategies. Recruitment involved educating men about PC and the risks and benefits of screening. Process evaluation occurred in the form of monthly all-sites meetings, analyses of recruitment forms and screening participation.
