International trade, intellectual property, and global health

The Doha trade round negotiations have included considerable emphasis on an international regime of intellectual property protection, which has taken what had previously been a wide-open generic pharmaceutical market and made it subject to much more stringent patent enforcement. The immediate consequence has been a concern that antiretrovirals and other life-saving on-patent medicines could become unaffordable for people in low-income countries, and considerable effort has gone into developing safeguards to ensure wide affordability. This discussion will lay out some of the consequences on global health programming and possible directions for the future.
