| Ethical oversight of public healthy research represents a specialized area of human research participant protection. Examples include the frequent presence of vulnerable populations among those served by public health; the potential for third party harms, including stigma and risks to privacy and confidentiality, insuring truly informed consent when conducting research on disasters and public health emergencies; and the ongoing debate concerning how to distinguish research from public health practice and appropriate oversight of each. Increasing levels of public scrutiny and desire for transparency require that public health organizations address public demands for accountability. This session will focus on the relationship and role of ethics in public health and medical research in a public health context, including clinical drug trials, medical devices, and research surveillance. The participants in this session will critically examine the role of institutional review boards, ethical impact statements, drug monitoring systems, drug research databases, and other contemporary aspects of systematic public health and medical research. | |||
| Learning Objectives: At the conclusion of the session, the participant (learner) in this session will be able to: 1. List four issues that suggest public health research represents a specialized area of human participant protection requiring specialized expertise in ethical oversight. 2. Describe components of an ethical framework for identifying, assessing, and resolving ethical issues arising in public health research. 3. Apply an ethical framework to analyze three case studies involving public health research. | |||
