At the 2006 Annual Meeting, we conducted a panel of Federal, State, and Private Sector representatives, together with representatives of the software vendor community. From this panel, a series of recommendations were made to APHA to develop formal policy on EHRs and PHRs. The purpose of the proposed Hearing will be to advance the goals of developing APHA-wide policy and communicating that policy to the Federal Government. Specific invitees to give testimony at the Hearing will include Dr. Deborah K. Walker, President of APHA, Dr. Georges Benjamin, Executive Officer of APHA, the President of the APHA Governing Council, the Chair of the Mental Health Section, and the Interim Chair of the Information Technology SPIG. A broad consensus is developing that work on EHRs and PHRs is disorganized and uncoordinated, with attendant confusion and needless expenditure of resources, now estimated to be in excess of $160 billion per year. Hence, the topic is timely and important.
