Building an Interoperable PH Framework Enabling Data Exchange

Background: In a time of increasing concern over bioterrorism and disease outbreak, early response is a key public health priority to ensure the safety and health of the population. A new breed of real-time monitoring surveillance systems are needed to speed up detection of disease outbreaks. Information sharing based HL7 standards and common services enable integration of clinical data across multiple health systems to track trends within patient populations and establish early warning of disease outbreaks, including bioterrorist activity. SOMA enables the development of a new breed of real-time interoperable health systems.

Abstract Description: Introduce how Service- Oriented Modeling and Architecture (SOMA) approach enables the transformation of Public Health by creating an integrated health services framework to connect interoperable public health systems using HL7 standard. Use SOMA to integrate clinical data across multiple functional health systems. SOMA creates an adaptable business service model which improves surveillance, countermeasures, case management and response

Learning Objectives:

Show how SOMA can transform Public Health business model by addressing critical business process interaction.

Show how SOA business modeling creates integrated services.

Understand how an integrated health service model achieves interoperability between public health information systems.

Understand how leveraging Health standards build an adaptable framework for achieving an integrated health Services Model

Method: A Service-Oriented Modeling and Architecture methodology uses Information about business processes and business requirements as input to analyze, model and design business components, data schemas based on HL7 standards, vocabulary, and a common data model to achieve interoperability between health system.

Results: Show how to build a interoperable public health framework that uses common services to enable sharing of public health information locally, state-to-state and Nationally via a Public Health Services Information Exchange Network using HL7 standards.
