Disability is one of the Agency for Healthcare Research and Quality's priority populations mandated by Congress that needs to be focused on in their annual National Healthcare Quality and Disparities Reports (NHQR/DR). The section on disabilites in the prirority populations chapter of these reports is currently very short. In order to determine how best to measure the disabled population so that additional disability data from more data sources would be included in these reports, an NHQR/DR Disability Working Group was convened. The goal of this group was to develop a consensus measurement of individuals with disabilities that would be applicable across multiple national data sources, and would allow comparisons by race, ethnicity, and income, and that would be sensitive to sample size limitations. This presentation documents the process and findings from this group for the identification of a potential set of disability measures for the 2007 NHQR/DR.
