A Strategic Framework for guiding and organizing the systematic planning, implementation, and evaluation of efforts to improve racial/ethnic minority health, reduce racial/ethnic health disparities, and effect systems approaches to such problems has been developed. Using a logic model approach, a review and synthesis of current science and knowledge was conducted to provide the basis for identifying long-term problems to be addressed, major causal/contributing factors, effective strategies and practices that impact these factors, measurable impacts and outcomes that might be expected from these strategies and practices, and the long-term objectives and goals towards which such efforts should be aimed, including Healthy People 2010 goals and objectives. This presentation will describe why and how the Framework was developed, and how it can be used by practitioners, researchers, policymakers, and others to guide and organize action related to racial/ethnic minority health improvement and health disparities reduction.

Learning Objectives:

• Identify at least 3 major limitations in current strategies and approaches to addressing racial/ethnic minority health and health disparities
• Describe how a logic model approach can strengthen and guide current efforts to address racial/ethnic minority health & health disparities
• Articulate the importance of a "systems approach" to addressing racial/ethnic minority health & health disparities problems and the major systems factors to be impacted in such an approach
