The Government Performance and Results Act of 1993 requires that Federal programs provide information about program goals, performance relative to program goals, and results regarding program effectiveness and cost efficiency in the spending of Federal funds. Thus, Federal grantees must produce documented results that demonstrate whether and how the strategies and activities that are funded contribute to the funding agency's mission, goals, and objectives. This presentation describes a process undertaken by the Federal Office of Minority Health to use the Strategic Framework for Improving Racial/Ethnic Minority Health and Eliminating Racial/Ethnic Health Disparities to guide and organize the systematic planning, implementation, and evaluation of efforts to address minority health/health disparities problems and effect systems approaches to such problems. A 9-step protocol will be outlined to guide community-based efforts in this regard, and how the protocol is being incorporated into new grant programs will be described.
