Overview of Human Resource Need and Assesment

The purpose of the following sessions for the Maternal and Child Health Leadership Orientation is to provide public health practitioners, program managers, and others working with international organizations and institutions information about the major impediments to health system strengthening including limited national health budgets and reduced health workforces and to present participants with skills and strategies for health system strengthening given the context of working in constrained environments.

Dr. Amy Hagopian, a professor from the University of Washington, will be the second presenter/facilitator. Dr. Hagopian will provide participants with an overview of the elements that are needed in determining human resource needs at the national level, including a human resource inventory and needs assessment. She will also present a model for calculating human resource needs for AIDS treatment work using a tool that was developed for Mozambique. This tool has been used in the AIDS treatment expansion that the Ministry of Health has implemented during the past three years. Participants will learn the factors that were considered in determining the additional number and type of health care workers needed to provide care to people living with AIDS.
