| The Framework Convention on Tobacco Control (FCTC) is the first global health treaty negotiated under the auspices of the World Health Organization. The FCTC was developed in response to the globalization of the tobacco epidemic. During the process of negotiating the FCTC, The Framework Convention Alliance (FCA) was formed. The Framework Convention Alliance is made up of almost 300 organizations representing over 100 countries around the world. The FCA was a powerful force in the negotiations of the FCTC and now represents the voice of civil society to ensure effective implementation of the treaty. The FCTC is now in force but governments have declared that they do not wish to be graded or evaluated on implementation and compliance with the treaty. In order to ensure adequate and independent monitoring of the FCTC the FCA has developed, in collaboration with the John Hopkins Bloomberg School of Public Health, the FCA FCTC Monitor. This session will discuss the development of the FCA and the role of civil society in ensuring the success of the FCTC as well as process for developing the Monitoring system. Data from the first 27 countries participating in this first Monitor will be presented. | ||||
