177078 Use of motorcycle helmet in regional areas in China

Background Although the safety benefits of protective helmets have been well documented, helmet wearing rates remain low in China, especially in middle-size cities. We therefore initiated this project to examine behaviors and attitudes of motorcyclists on helmet non-use in two middle-sized cities in China.

Methods The study included a roadside observation and a face-to-face interview. Observational sites were randomly selected from main roads and subordinate streets. Every motorcycle passing by the selected sites was observed. Riders were also randomly approached near service stations and supermarket car parks next to the selected sites and asked about perceptions and behaviours relating to helmet use.

Results A total of 75,949 motorcycles were observed; 22% were with a passenger. The rate of helmet use was low: 34% of the drivers and 71% of the passenger did not wear a helmet; a further 34% of drivers and 14% of passengers did not have their helmet fastened. Correct helmet use was higher in main streets, during daytime hours, and during weekdays. The level of helmet knowledge was high: 90% of the 2,325 riders interviewed acknowledged the benefits of helmet wearing. However, only 64% reported that they would wear a helmet for preventive purposes.

Conclusion Although level of awareness of the benefits of helmets was high, helmet usage (both observed and reported) was low.These results suggest that the emphasis of helmet use educational programs in regional China should be switched from the benefits of helmet wearing to the risk of helmet non-use and improper use.
