PHN practice focuses on the population as patient or client, i.e., the collective recipient of public health services or programs delivered to a population(s) (Issel,Bekemeier and Baldwin, 2010). To determine the research agenda needed to ensure quality practice, practitioner and researchers must be prepared to identify gaps in the evidence for establishing quality and safety standards for PHN interventions. Once gaps are identified, specific research questions must be articulted and consideration must be given to which research methodologies are most appropriate for answering questions from a population-level perspective.
