Healthy People 2020 (HP 2020) set more practical targets for health goals and objectives and as such updated earlier unmet targets from HP 2010. The purpose of our study was to evaluate how the PPACA will further HP 2020 goals for the aging. We theorized that HP2020 has a far better chance at achieving equity and improving the health of the elderly by supporting improvements in access, care and services to achieve targets set for reducing chronic diseases within this group. We assessed whether specific provisions of the PPACA have the potential to advance HP 2020 targets of 10% improvement in prevention and reduction of chronic diseases for older adults. We began with HP2010 targets as baseline and evaluated provisions addressing financing, delivery, long term care and support for research and community based services as defined in the current legislation. The PPACA will advance the goals of HP 2020 for the aging through the establishment of major provisions including high-risk pools for pre-existing conditions, insurance rescission bans and the CLASS Act. In addition, several provisions will improve services for women and for those with disabilities, and others will narrow the impact of racial disparities on health outcomes. Ultimately, the PPACA has the potential to improve the lives of the aging. The PPACA supports the spirit of the HP2020 goals of achieving equality of health care, and equity considerations within the legislation have the potential to protect our most vulnerable populations.
