State primary care efforts are an important part of addressing workforce issues, access to care problems, and health equity concerns across the United States. In both 2000 and 2010 the Association of State and Territorial Health Officials surveyed Health Resource and Services Administration (HRSA)- funded state primary care offices to determine the access and workforce efforts. This presentation will analyze the data from these surveys to determine the level of primary care office efforts across one decade. This comparison will be at two set points in time, ten years apart. Conclusions will consider the determinants for primary care office efforts and examine next steps to support these efforts in light of the Affordable Care Act. Last, the presentation will examine state and territorial efforts against the framework of other multilevel effort at both federal and local levels and will discuss a potential harmonization of efforts resulting from this analysis.
