Developing and implementing policies for chronic disease prevention in Russia

During the last 5 year the US Centers for Disease Control and Prevention (CDC), and the Russian Ministry of Health and National Center of Preventive Medicine have been working together on developing and implementing policies for chronic disease prevention in Russia. The project began with production of a Cardiovascular Disease (CVD) prevention document that describes effective and appropriate policies and strategies for the prevention and treatment of CVD in the evolving Russian public health environment. Strategies and approaches described in the policy document were supported by a series of special sub-studies including surveys on needs and actual practices, current legislation, and potential designated taxes for health promotion. The policy document focuses on regional level recommendations but also provides recommendations for national and local efforts. Guided by the policy document 10 Russian regions developed local chronic disease prevention plans and began implementation. To provide regions with epidemiological data and to monitor implementation, CDC is assisting the Russian Center for Preventive Medicine in establishing a Behavioral Risk Factors Surveillance System similar to one used in the US. To build epidemiological capacity in the Russian regions an Evidence-Based Chronic Disease Prevention training course are conducted with the support from the Soros Foundation. And to promote dissemination the Journal of Disease Prevention and Health Promotion was established.
