Development and implementation of the 2000-2002 West Virginia state health plan

A timeline beginning in 1998 and ending in the present will guide a presentation on State Health Plan development and implementation. Major themes include the following.

A. The process used to select the key issues of the Plan.

Information and experiences will be shared from surveys that identified salient health care issues and from subsequent work with the group that assisted in selecting issues to include in the Plan. Also, papers commissioned to elaborate on the strategic issues will be discussed.

B. Methods to include the public in Plan development.

Discussion will involve the public comment period, an interactive website and teleconference, and the State Health Plan Summit aimed at increasing public input.

C. Use of an advisory group to shape the final Plan.

The role of the State Health Plan Advisory Group, formerly the Issue Selection Group, will be presented as it recurred throughout the process. Several instances where shaping of the Plan occurred will be discussed.

D. Advisory group involvement in policy implementation to stimulate change in West Virginia communities.

This topic presents activities following State Health Plan approval. A discussion of the efforts of State Health Plan Advisory Group members to implement policies aiming for improved West Virginia health and health-related conditions will be included.

The learning objectives for conference participants include the following.

1. Describe components of a statewide health policy development strategy.

2. Identify aspects of facilitating successful policy implementation.

3. Discuss techniques to establish and sustain partnerships in health planning activities.
