Advancing the adoption and enforcement of school tobacco policies: Strategies for the nation

Objectives: "Develop and enforce a school policy on tobacco use" is the first recommendation from CDC's Guidelines for School Health Programs to Prevent Tobacco Use and Addiction. In January, 2001, CDC's Division of Adolescent and School Health convened a panel of experts to explore the research and practice associated with tobacco-free school policies, and to develop strategies for nationally advancing the adoption of tobacco-free policies in all schools. Session participants will be asked for reactions to the findings of the panel and to share cogent experiences and observations.

Methods: An extensive search of the literature was conducted to identify published research school tobacco policy. Additionally, sources of current policy information, such as collections of school policies and data bases that aggregate state and local tobacco control policies, were searched for information. Manuals and support materials for school tobacco policies were assembled. Individuals from state and local agencies and national organizations experienced in the implementation and enforcement of school tobacco policies were brought together to explore the practical issues associated with the adoption, maintenance, and enforcement of these policies.

Results: The panel shared policy descriptions, models for policy dissemination, perceived and reported barriers to policy adoption, perceived and reported enforcement problems, lessons learned, and recommended national strategies to encourage the adoption and maintenance of school tobacco-free policies.

  2. Discuss commonalities and differences between a variety of state-level tobacco-free schools initiatives, history, successes and challenges.
  3. Identify strategies from the CDC expert panel expected to encourage the adoption and maintenance of school tobacco-free policies nationally.
