International threats from bioterrorism, widespread tobacco consumption, and pandemics like HIV/AIDS highlight global issues in public health which necessitate legal and policy interventions. Emerging from these challenges is a new understanding of public health law from the global perspective. This session focuses on law as a tool to advance global public health.
Title 1: The Role of International Law in Global Health Governance Presenter: David Fidler Abstract: This presentation will explore the importance of international law in dealing with global public health threats by examining the structural role and limitations of international law plays in global governance.
Title 2: Placing Health Squarely on the U.S. Foreign Policy Agenda Presenters: Jordan Kassalow and Dick Holbrooke Abstract: This presentation will examine and analyze the results of a study group jointly sponsored by the Council on Foreign Relations and the Milbank Memorial Fund which examines the role of foreign policy as a tool in responding the health and political risks.
Title 3: Global Perspectives in Bioterrorism Presenter: Gene W. Matthews Abstract: This presentation will discuss legal aspects pertaining to preparedness for and responding to bioterrorism events, beginning with review of international bioterrorism experiences, and then focusing on common public health control measures.
Title 4: Models For Multinational Public Health: WHO Tobacco Framework Convention Presenter: Lawrence W. Green Abstract: The presentation will explicate the role of the WHO Tobacco Framework Convention as a model for multinational efforts to address other public health issues with transnational implications.
