Utilizing Medicaid to Reimburse for Community Health Worker Services

Created in 1999, the Center for Sustainable Health Outreach (CSHO), a collaboration between the University of Southern Mississippi and the Harrison Institute for Public Law at the Georgetown University Law Center, believes that Community Health Workers are an effective and efficient means of improving community health. CSHO supports development, implementation, sustainability, creation of policy options, and evaluation of community health worker programs.

Given the ever changing nature of the current health care delivery system, particularly for those with the greatest level of need, CSHO is committing a significant amount of time to examing the issue of Medicaid reimbursement for services provided by CHWs. In an effort to sustain CHWs and the programs that employ them, CSHO is looking at the current reimbursement structure for Medicaid, (in addition to other funding streams like CHIP and Ryan White), and developing policy options for reimbursement under various medicaid waiver options. The proposed model policy options are designed and based upon best practices that can be replicated at the program, local, or state level.

Learning Objectives: At the conclusion of this session, participants will: 1) Have an increased knowledge of the methods for reimbursement available under the current medicaid system; 2) Have an increased knowledge of the methods for reimbursement available under the Medicaid Waiver process; 3) Have an increased knowledge of the policy issues and implications around Medicaid reimbursement for Community Health Worker services
