State review and certification of local health departments: Process and outcome evaluation

States use a variety of approaches to measuring performance of local health departments (LHD). The State of Wisconsin has specified performance levels in state statute and assesses compliance through a review and certification process. An evaluation of the process and outcomes of the intial assessment and review process was undertaken to 1) identify organizational factors associated with LHD compliance with statutory requirements, 2) identify additional outcomes at the local and state levels attributable to the review and certification process, and 3) improve the methodology for LHD performance measurement in the state. Evaluation methods include surveys of LHD officials and state staff involved in the assessment and review process and multivariate analysis of the association of the outcomes of the reviews with organizational factors including organization size, location (urban/rural), certification level, and funding levels. Project results to date will be presented as will recommendations deriving from the evaluation study.

Learning Objectives: At the conclusion of this session the learner will: 1)Understand the approach used for local health department performance measurement and 2) understand organizational factors found in this study to be associated with compliance with performance measures.
