Improving the quality of health services in the Philippines: Lessons learned from a national certification program

In 1999, the Philippines implemented a nationwide quality assurance certification program to improve the quality of health services in local government-managed health facilities. Under the program, health facilities that meet national standards are certified and awarded a seal of excellence. To date 1,010 out of the more than 5,000 health facilities delivering primary health care services nationwide have been certified.

Here are some of the lessons learned:

1. The certification program demonstrated how the national government could successfully influence local behavior in a decentralized environment. 2. Champions and advocates for quality in health come from many sectors. 3. Interest in quality improvement is almost universal, but a supportive political environment is needed to make it happen. 4. The development of appropriate national standards requires extensive consultations with stakeholders. 5. Linkages with other health initiatives enhance the value and sustainability of the certification program. 6. The giving of cash incentives appears to be counterproductive. 7. The credibility of the certification program depends on the quality of the health facility assessment.

There has been an overwhelming response to the call for quality improvement, and the program has shown how the national and local governments can work as partners. This presentation will discuss the lessons learned as well as what remains to be done to make the program more sustainable and bring it to the next level.
