Domestic violence: What’s managed care got to do with it?

Health Net of California is an IPA model managed care organization (MCO) that provides no direct health care services. Despite the inherent challenges to program delivery present in this model, Health Net has implemented a program, which not only addresses a sensitive area, but reaches individual Members, at their point of need. Health Net understands that domestic violence is a health problem that has reached epidemic proportions. Every 9 seconds, a woman is battered in the United States, and 1 in 4 women report being battered in their life-time. Health Net’s action plan to address domestic violence for its Members includes a three-phased program. The 3 phases include (1) protocol development and provider training, (2) Member education, and (3) private/public partnerships. All three phases incorporate the principles of victim identification, effective response to victims and proper referral. This response to domestic violence includes involvement by Health Net providers, Members, and the community as a whole. This presentation illustrates how important private/public partnerships are to empower the victim to become a survivor. Respondents will describe how an MCO, through innovative public/private partnerships and provider buy-in and support, can respond to domestic violence, both on an individual and family level and for the community as a whole.
