California's Refugee Health Electronic Information System (RHEIS)

On October 1, 2000, California began the federal fiscal year, by introducing a revised comprehensive health assessment to address the needs of refugee populations. Simultaneously the Refugee Health Electronic Information System (RHEIS) was introduced. RHEIS is an internet based reporting system that uses state of the art technology, to collect health data “live”, as reported by local health jurisdictions. This abstract is to discuss California’s unique needs and provide an online demonstration of RHEIS.

Over 11,000 refugee from various countries arrived in California during fiscal year 1999/00. California has historically been and continues to be the state of choice for incoming refugees. Over 26% of all refugees entering the United Sates during this period settled in California, followed by New York 14% and Florida 8%. During FY99/00 over half of the refugees were diagnosed with one or more health conditions that required medical treatment.

The RHEIS system collects demographic data, arrival data, overseas medical records, immunizations, medical history, mental health, domestic violence, a complete medical examination, and other conditions of risk. This information is available to participating counties as needed. In addition to data collection this system is automatically producing several ad-hoc reports and has a unique referral system.

Using RHEIS, California has begun collecting data not previously available. RHEIS will improve the identification of health problems by specific refugee populations. The data collected by this project will facilitate policy development, improve the level of services provided to refugees, improve their health status and ultimately assist them towards self-sufficiency.
