David McCoy, BM, DA, MPhi, ISDS, Health System Trust, 509 Premier Centre, 5th floor, 451 Main Road, Observatory 7925, Rondebosch, 7700, South Africa, 27 21-447-6330, hstmccoy@ct.stormnet.co.za

The concept of an equity gauge is based upon three pillars: community voice, advocacy for changing policy and strong indicators/measurement capability. These three elements of an equity gauge must be present in the design, implementation and evaluation of equity gauges. Several examples of gauge development using these three pillars will be given, including South Africa’s Equity Gauge, Zambia and Uganda. What have been the challenges faced at the city and country level in integrating these three components of a gauge? How successful is the hypothesis that these three pillars will work in synergy to reduce health gaps?

Learning Objectives: The audience will learn about the three pillars of an equity gauge and how they have worked in practice.
