Linking research to health policy: Experiences of nurses in policy positions

The purpose of this study was to explore how nurses in the federal policy arena utilize research findings to influence health policy. The sample of nurses selected to interview possessed specialized knowledge and expertise in the area of policymaking and research. A rank order system was utilized to select the sample from various offices and agencies within the legislative and executive branches of government. Data collection included both interviews and document review. An exploratory case study design was selected to examine the processes used by the nurses to link research to health policy. Ethnograph was used to code data found within the text and provided a means to sort and search data. Content analysis was used to quantify the narrative descriptions found within the data. The identified concepts/themes that emerged from the data were the key threads that promoted (Facilitators) or hindered (Barriers) the process of using research to influence health policy. The major themes were research utilization, research dissemination, partnerships, consultants, leadership, political influence, no good data and funding absence. The findings lead to the development of a model outlining the processes used by nurses in federal policy positions to link research to health policy: A Model of Linking Research to Health Policy. Implications of the study findings for administration, practice, education, health policy and ethics were made.
