Health Impact of Economic Sanctions

Dr. Rowat will examine the changes to UN sanctions in Iraq since the initiation of the ‘Oil for Food’ program and the limitations of providing humanitarian goods in place of economic stimulus in a society with a chronic emergency.

Dr. Garfield will examine methodologic flaws in studies on sanctions in Haiti, Cuba, Iraq, and Yugoslavia during the 1990s and discuss the data needs of political actors seeking to change sanctions regimes.

Mr. Bessler has key responsibility for interfacing with the UN Security Council and coordinating UN humanitarian organization activities in countries with UN sanctions. He will describe the evolving approaches in the UN to assess and respond to humanitarian impact and discuss further reforms needed.
