Rational choice in return to work: The issue of moral hazard and workers' compensation

Title: Rational Choice In Return To Work; The Issue Of Moral Hazard Introduction: Workers compensation benefits have been designed to protect the injured worker while he/she is unable to perform occupational functions. This session will review the financial, social, emotional/psychological, and familial “benefits” that an injured worker may perceive as disincentives to return to work. Rational Choice as applied to delayed return-to-work is a consideration of options and benefits; potentially a moral hazard. Methods: The discussion will focus on the concept of moral hazard as it applies to the rational decision process for an injured worker who is confronted with various disincentives to return to work. Examples will be given to demonstrate the conflict related to moral hazard. Key Issues: Relevant occupational health and public health issues include the ethics of moral hazard, injury and workers compensation benefits, social factors to health and recovery, and putting the public back in public health. Discussion: The presentation can be designed to fit a 60 minute session or it may be scaled down to fit a 20 minute session in a panel presentation.

Learning Objectives:

  • Participation in this session will assist the individual in identifying potential disincentives in the return to work of injured workers. Application of the concept of moral hazard will assist the participant in the conceptualization of rational choice for injured workers and the decision process for return to work.
