Improving public health competencies: A model for core functions and essential services training

In 1999, the Marion County Health Department, under the leadership of the Health Officer, Virginia A. Caine M.D., contracted with Emory University, Rollins School of Public of Health, Center for Public Health Practice to provide guidance in educating key staff members on the core functions and the ten essential services of public health. Feedback from these sessions resulted in an educational initiative designed to train all of the Marion County Health Department’s 500+ employees on the history of public health in Indiana, the core functions of public health, the ten essential services, and the use of asset mapping.

Over 11 months, a training team comprised of public health employees, designed and facilitated participatory educational sessions to all health department's employees. Every employee was required to attend three sessions which were designed to meet specific educational objectives. This presentation will discuss the design, development and implementation of this public health practice curriculum and the refinements that were added during the course of the program.
