Paula Herberg, RN, PhD, Department of Nursing, California State University, Fullerton, 800 N. State College Blvd., Fullerton, CA 92834, 7142785570, pherberg@fullerton.edu

The plight of the Afghan people has received media attention for over 20 years. With the advent of the Taliban in the mid 1990s, the status of Afghan women has received particular notice. Since September 11th, Afghanistan has been the focus of world attention. Although this spotlight has been trained first of all on military matters, it has spread some light on the day-to-day miseries of people trying to maintain their families, livelihoods and community spirit in a troubled land. Purpose: this presentation will complement the theme of “Putting the Public Back in Public Health” by reviewing the public health situation of the Afghan people over a 30-year period. It will do this by focusing on the nursing profession and the ways in which nursing provided public health services in Afghanistan prior to the Soviet invasion of 1979 and the events which followed. The author is a community health nurse and educator who spent over 3 years living and working in Afghanistan with CARE, Inc. in the 1970s and later worked for 10 years in Karachi, Pakistan. The presentation will shed light on some of the nursing issues that have compounded the current public health situation in Afghanistan, including migration, education, practice/experience, and leadership. Finally, the presentation will explore the current and future needs for community health nursing in Afghanistan and recommend strategies for putting nurses back in the public health picture.
