Role of NGOs in the development of the Framework Convention on Tobacco Control

The participation of non-governmental organizations (NGOs) in the Framework Convention on Tobacco Control (FCTC) as educators, advocates, and partners in the policy development process is continuously evolving. Their activities affect delegates, the treaty secretariat, and the activities of other NGOs, as well as media and public opinion. Using qualitative methodology, this paper examines NGO involvement in the process from the perspective of governments, the World Health Organization (WHO), and the NGOs themselves.
