Healthy People 2010 criteria for statistical reliability and suppression of data

Healthy People 2010 is the third generation of ten-year goals and objectives for the Nation. Launched in January 2000, the initiative identifies 467 objectives for improving the health of Americans by the year 2010. Tracking data for most of the objectives are now available on-line through the Healthy People 2010 database, DATA2010. These data include, at a minimum, breakouts by race, Hispanic origin, gender, and socioeconomic status. Whenever possible, data are provided for all population groups listed. However, for some objectives, data for certain population groups are not shown because they are considered statistical unreliable (DSU) by the data source. There are a number of reasons why data are considered unreliable and these reasons vary by data source. The criteria used to determine which data are unreliable also differ by data source.

This presentation provides an overview of the criteria for statistical reliability and suppression used by the major Healthy People 2010 data sources. Through a series of examples, the underlying causes of DSU are examined and the various methods for assessing reliability (e.g., evaluating relative standard errors, coefficients of variation, etc.) are highlighted. The relationship between specific sample designs and the occurrence of DSUs for particular racial and ethnic groups is also explored.
