Putting the Evidence into Evidence Based Policy

Putting the Evidence into Evidence-based Policy

One approach to knowledge transfer proposes that the best way to support the development of evidence-based policy is for researchers to involve policy-makers in the 'conceptualization and conduct of research' and, for policy makers to 'provide more information to researchers on their priorities'. This approach invites both groups to sustain relations throughout the research and, beyond. This paper uses a case study to illustrate an interactive tiered approach to dissemination and implementation that involves stakeholders as well. The basic elements of the case comprise a process occurring on several tiers:

Tier one: An ongoing partnership between a health systems research unit and a provincial government mental health policy branch, supported by a federal research foundation, designed to promote policy-relevant research and research uptake by stakeholders.

Tier two: The policy branch commissioned policy relevant research regarding systems integration. Following a peer review process, the Unit won the contract and, to provide advice and assistance, it established a stakeholder advisory committee to participate in the research process.

Tier three: A stakeholder consensus development policy forum was designed to discuss the research and offer feedback to policy developers.

Tier four: The policy branch drafted a policy framework informed by the discussion and the research.

Questions to be addressed in the paper concern the utility of this model compared to others for developing evidence-based policy; the perceived risks and benefits; and, the resources, commitment and experience necessary to carry out such a process.
