Douglas Scutchfield, MD, Center for Health Services Management and Research, University of Kentucky School of Public Health, 109 CAHP Building, 121 Washington Avenue, Lexington, KY 40536-0003.

The testing of the National Public Health Performance Standards Assessment Instruments was done in 1999, 2000, and 2001. Testing included face and content validity and some reliability tests, with feedback in a formative evaluation format to the national public health partners and CDC. Several recommendations have come out of the testing, for technical assistance to state and local public health agencies. In addition, community public health partners involved in performance assessment with their local public health agencies also need orientation to the performance standards, the assessment process, and the use of the information for quality improvement of public health systems.
