The Reproductive Health for Refugees Consortium (RHRC) recently completed a global investigation of current field issues and practices related to gender-based violence (GBV) prevention and response in refugee, internally displaced, and post-conflict settings. Field research was conducted in Rwanda, Sierra Leone, Republic of Congo, East Timor, Pakistan, Thailand, Azerbaijan, and Kosovo; desk studies were undertaken for Guatemala, Nicaragua, and Colombia. Findings suggest that while humanitarian aid providers are increasingly recognizing GBV as an affront to public health and to the restoration of conflict-affected families and communities, field-based GBV programming is at best inconsistent and often non-existent. Preventive components and coordination among humanitarian actors is generally lacking. Protection for survivors is an on-going challenge. There are no standardized assessment, design and implementation approaches. However, there are select programs that provide models for multi-sectoral GBV prevention and response activities. The purpose of this presentation is to share the results of the global investigation--including limitations of existing programming, examples of model programs, and recommendations for future GBV prevention and response activities. The presentation will also briefly highlight some of the additional projects underway by the RHRC to produce tools for refugee and other conflict-affected settings to 1) more effectively assess the nature and scope of GBV and 2) implement, monitor and evaluate GBV programs.
