CSTE Food Safety Epidemiology Capacity Survey

Through its cooperative agreement with the Centers for Disease Control and Prevention (CDC), the Council of State and Territorial Epidemiologists (CSTE) conducted an assessment of states’ and big cities’ foodborne disease surveillance and epidemiology capacity. This project was conducted in conjunction with the National Association of County and City Health Officials (NACCHO) and the Association of Public Health Laboratories (APHL) food safety assessments of counties and laboratories, respectively. A 106-question survey was developed by an expert workgroup of seven. The survey was administered to all state epidemiologists and to directors of big city health departments in New York, Chicago, California, Philadelphia, Puerto Rico, and Washington.

The survey was divided into five parts: 1) Background Information; 2) Function 1: Epidemiologic Surveillance Capacity to Identify Sporadic and Outbreak Related Illnesses; 3) Function 2: Capacity to Investigate and Respond to Outbreaks; 4) Function 3: Public Health Infrastructure necessary to support Food Safety; and 5) Function 4: Legal Authority.

This session will review the survey results and discuss the range of diversity in capacity and capability present in food safety surveillance and epidemiology programs in states and big cities. Participants will hear discussion of the implications of the results for further public health infrastructure and bioterrorism preparedness.
