Individual worker competency in local public health emergency preparedness and bioterrorism response

The session will discuss developments in competency-based public health practice, focusing on the implementation of CDC’s Core Emergency Preparedness Competencies for All Public Health Workers, currently being used to shape emergency preparedness workforce training in a variety of settings, including the NYC Department of Health. The competencies were developed with extensive input from public health practitioners and have been distributed widely during the past year. The program will describe the process used to implement competency-based emergency preparedness curricula for public health nurses and others. The Columbia University School of Nursing Center for Health Policy’s current process to develop Bioterrorism competencies, a next stage in expanding and focusing public health competencies to particular areas of practice, will be described. Competency based learning provides a strong foundation for workforce and infrastructure development. The relationship between competencies and organizational capacity will be explained by illustrating the dependency of these two measurements in the delivery of essential public health services. Planned collaboration with local public health agencies through the National Association of County and City Health Officials will also be discussed.
