In March 2002 the Department of Health and Human Services proposed modifications to the federal regulations for the protection of health information authorized by the Health Insurance Portability and Accountability Act (HIPAA) and referred to as the "Privacy Rule." This presentation will examine the affect these changes will have on public health research

Learning Objectives: At the conclusion of this presentation, participants will

(
• be acquainted with the meaning of key terms used in the privacy provisions of the HIPAA regulations, (
• know when patient autorization is a prerequisite for medical records research and when such research can be conducted without individual autorization, (
• understand how the regulations apply to varying circumstances, (
• be familiar with the relationship between these regulations and the regulations governing clinical research often referred to as the Common Rule, and (4)know where to find the text of the regulations and additional information and guidance on complying with HIPAA.
