From ICD-9 to ICD-10: Evaluating the Impact for Healthy People 2010

When Healthy People was initially launched in 2000, baseline data for mortality objectives were classified and coded according to the World Health Organization’s (WHO) Ninth Revision of the International Classification of Diseases (ICD-9). Beginning with 1999 deaths, all U.S. mortality statistics were coded with a new cause-of-death classification, International Classification of Diseases (ICD-10). As a direct result of this change, all baseline data years for the cause-specific mortality objectives in Healthy People 2010 were changed to 1999. In most cases, this baseline change had little impact on the 2010 target.

This paper provides an overview of the Healthy People 2010 mortality objectives as well as the data and data issues related to tracking these objectives. The major differences and the effect of the change in classification systems will also be discussed. A demonstration on how to use comparability ratios to compare mortality data from earlier years will be given.
