Benefits of and lessons learned from implementing a standardized statewide outcomes-based public health planning process

Purpose: Benefits of and lessons learned from implementing a standardized statewide outcomes-based public health planning process.

Background: South Carolina's public health agency, the Department of Health and Environmental Control (SCDHEC), encompasses a state level office, 13 local health districts and 46 county health departments. SCDHEC's Health Services 4000+ employees provide multiple clinical and core public health services for all South Carolinians.

For the past two years the agency has been developing an outcomes-based strategic and operational plan process. How can a large state health agency with a vast scope of services funded from multiple state and federal sources develop a fully integrated operational plan? What process can be implemented to help managers at all levels focus on health status outcomes and be held accountable for results? Implementation of the operational plan has resulted in improved communication and stronger linkages across program areas.

This presentation will 1) describe the outcome-based planning methodology used to integrate the South Carolina health department and show examples of what the plans look like 2) describe the written, and demonstrate the electronic tools that organizational units use to design, monitor and measure their plans 3) identify lessons learned and next steps in the planning process.

Learning Objectives: At the end of the session, participants will be able to 1) Identify key steps in the development of an outcome-based plan 2) Describe potential pitfalls when designing an outcome-based planning process 3) Articulate roles that technology can play in developing plans across geographic and administrative boundaries.
