Estimates of maternal mortality in Indonesia range from 343 to over 1000 maternal deaths per 100,000 births; tracking progress in maternal health improvement is a challenge. A recognized indicator for measuring progress is the use of skilled health care providers during childbirth. Gathering data on this indicator is often constrained by poor data collection techniques and lack of data analysis capacity at the district. An additional constraint in Indonesia is the current move to devolve planning to the districts, but without support for data collection. Recognizing the need to track progress, both for program reporting and for advocacy purposes, the MNH Indonesia program is working with three districts in West Java to improve data management related to the indicator: Use of skilled health care provider at birth. The program has improved data management capacity at the district level while still contributing to the existing local-area monitoring system specific to maternal health. The goal of increasing standardization of data across all districts to provide provincial planners with an accurate assessment of changes in maternal health indicators is beginning to be met. Refresher data management workshops for district-level technicians and provision of computers in key local health offices have been supported by monthly on-the-job follow-up and supervision of these technicians from the provincial level. This allows the district team to solve problems and ensure the quality of data collection and analysis.
