Using Centers for Medicare and Medicaid Services data to understand gerontoligical health issues in special populations

The Research Data Assistance Center (ResDAC), http://www.resdac.umn.edu was created in 1996 under a contract with the Health Care Financing Administration to provide assistance to researchers throughout the country understand and access the administrative databases, as well as certain other CMS databases, maintained by the Centers for Medicare and Medicaid Services (CMS). ResDAC’ three main functions are Assistance, Outreach and Training. An Assistance Desk staffed by masters-level Technical Advisors provides individual attention to researchers’ questions about their research. We have Exhibit Booths at the APHA, AHSR and GSA annual meetings. Computer-based multi-day workshops introduce researchers to CMS databases and information. In addition to the enrollment and utilization data on beneficiaries in the Medicare and Medicaid Programs, ResDAC assists researchers who want to use the nursing home Minimum Data Set (MDS) and the Medicare Current Beneficiary Survey (MCBS). These databases have been used to study many important policy, health service and health issues including important issues regarding vulnerable elderly populations. We will present four examples of four such studies each of which focuses on a different population that is at (potentially) higher risk that the general elderly population: (1) nursing home residents, (2) hospice users, (3) elderly women with heart disease, and (4) minority group members who are enrolled in managed care organizations. After briefly describing the services provided by ResDAC, there will be four scientific presentations followed by a short discussion period.
