Steppin’ Up, Movin’ On, Inc. (SUMO) collaborates with District of Columbia Department of Health HIV/AIDS Administration, and D.C. Youth Services Oak Hill Youth Center to provide a HIV counseling, testing and referral (CTR) program that targets one of the most at-risk and hardly-reached populations - incarcerated adolescents and kids most at-risk for incarceration. J. Nesmith, L. Klerman, M. Kim and R. Feinstein (1997) found that behaviors of incarcerated adolescent males, in particular, include “early sexual experience, multiple sexual partners, inconsistent contraceptive use, and drug use that increases their risk of sexually transmitted diseases (STDs), human immunodeficiency virus (HIV) and early fatherhood”(p.198). The component of the program that will be described is the pilot for the use of OraSure with the adjudicated adolescents incarcerated in the Oak Hill Youth Center of the District of Columbia and the various determinants that must be considered when working with this unique population. The test rate for the adolescents with OraSure (the oral test for HIV) will be compared with the customary blood sampling to determine if the adolescents are more willing to be counseled and tested for HIV when offered the oral test for HIV. The need for HIV CTR partnerships and a clear understanding of confidentiality when working in the adolescent penal environment will also be described.

Learning Objectives: At the conclusion of the session, the participant will be able to

1.Identify the collaborative partnerships necessary to HIV CTR in a juvenile penal environment. 2.Describe the unique needs of the ajudicated adolescent vs. the ajudicated adult. 3.Apply the prinicples of confidentiality as they relate to HIV CTR and the ajudicated adolescent. 4.Assess the transition needs of the ajudicated adolescent with collaborative partners for follow-up HIV CTR.
• Describe the results of pilot-testing the use of OraSure for HIV testing vs. traditional blood sampling with the target population.
