Creating local public-private partnerships to address the ten Leading Health Indicators (LHI) of Healthy People 2010 remains a major challenge for communities. In Philadelphia, we have developed Commissioner’s forums around each of the indicators. These forums have been used to bring together academic and community groups in a one day session devoted to a LHI. The basic format includes both gathering statistics on local needs and identifying available resources in a briefing paper. Local experts and community people are invited to come together in a forum to share ideas on creating resources or improving services. National guest speakers are invited who have experience with best practices in the field. A final paper is published which is posted on the web summarizing findings. Coalitions of public private partnerships are encouraged to address each LHI. Hopefully, federal and state funds will support these programs as the LHIs are national priorities.
In Philadelphia, in our first of these forums, tobacco statistics showed an estimated 3,110 Philadelphians who died of smoking related causes at an estimated economic cost of $655 million in 1997. Ideas from the forum helped shape the city’s plan for the distribution of Pennsylvania’s tobacco settlement.
