Many studies have shown the apparent link between HIV infection and drug abuse, especially among African Americans. Yet there is still an astounding gap in the availability of testing sites within substance abuse treatment centers. For Baltimore City, public resources for substance abuse treatment are a special need, especially for those most vulnerable to risk for HIV infection. The author proposes a full comprehensive public health intervention in substance abuse centers that will include HIV prevention messages and HIV testing and appropriate linkage to health care systems that provide the proper treatments. Sessions will assess through personal interviews and surveys the beliefs, attitudes and behaviors about HIV. The goal is to eventually include HIV testing and prevention messages as a complete part of the admission process for those entering substance abuse treatment centers.
