In this presentation, issues related to international tobacco trade and the opening of tobacco market in Taiwan will be revisited. Youth smoking rates before and after the market opening and the institution of Tobacco Hazardous Act in Taiwan will be discussed. More specifically, the researchers will present the impact of foreign tobacco advertising on youth smoking. The presentation will be based primarily on data collected from 23 national tobacco surveys conducted by Taiwan Bureau of Tobacco and Wine. Other data source will include those compiled by Taiwan’s National Health research Institutes and John Tung Foundation. The data will show that although cigarette advertising is prohibited in Taiwan foreign tobacco companies continuously doing advertising through policy loopholes. Many foreign tobacco companies, especially Mild Seven, advertise its brand names through other merchandise, such as watch, to increase market share. Youth and especially girls effected the most by this advertising strategy. Better health policy related to control of tobacco advertising is called for.
