Progress and challenges in benchmarking public mental health systems

Consultants from Dougherty Management Associates, Inc. will describe their work on two benchmarking projects: the Children’s Mental Health Benchmarking Project, sponsored by the Annie E. Casey and Robert Wood Johnson Foundations and the Center for Health Care Strategies; and the Medicaid Managed Behavioral Health Benchmarking Project, sponsored by SAMHSA under subcontract to the Lewin Group. Each project has collected a specified set of performance measures from the public mental health systems in a number of states and counties. The Children’s Project has received data from 36 sites, 16 of whom submitted both Medicaid and non-Medicaid data. The SAMHSA sponsored project collected data on managed behavioral health services from approximately 20 Medicaid managed care programs, including both carveout and integrated (HMO) programs. Presenters will discuss how the set of measures for collection were selected from multiple mental health measurement initiatives, and present data on several indicators, such as penetration, utilization, and cost. The presentations will include examples from multiple mental health systems, and the presenters will discuss the challenges involved in making useful comparisons across systems of care, and the potential value of cross-system comparisons for advocacy, policy development, and system management and reform.
